For the Dough:

  • 200 gms all-purpose flour (about 1 ½ cups)
  • ¼ tsp salt
  • 150 ml lukewarm water (about ⅔ cup)
  • 3 tbsp oil (for kneading)

For the Raw Beef Filling:

  • 500 gms minced beef (about ½ lb)
  • 1 garlic clove, minced
  • 1 spring onion, finely chopped
  • ¼ tsp salt
  • ¼ tsp cumin seeds or ground cumin
  • 1 tsp soy sauce
  • ¼ tsp black pepper powder
  • 1tbs cornflour (also known as corn starch) to help bind the meat 
  • About 1 cup oil (for shallow frying)

Step 1: Make the Dough

  1. In a large bowl, mix flour and salt.
  2. Slowly add lukewarm water, mixing until a soft dough forms.
  3. Cover with plastic film and leave to rest in room temperature for 20 minutes.
  4. After 20 minutes, add 3 tablespoons of oil and knead the dough 1 minute until smooth and elastic.
  5. Divide into 4 equal parts, cover and leave it to rest for another 15 minutes at room temperature.

Step 2: Prepare the Raw Beef Filling

  1. In a mixing bowl, combine minced beef, black pepper, garlic, spring onion, salt, cumin, soy sauce, and corn flour.
  2. Mix well until fully combined.
  3. Form 4 equal meatballs and set aside.

Step 3: Assemble the Puffs

  3.  Flatten out each pastry with the palm of your hand to evenly spread out the meat.
  4. Ensure the meat is evenly sealed to prevent leaks during frying.

  1. Heat about 1 cup of oil in a shallow frying pan over medium heat.
  2. Carefully place a few puffs in the hot oil without overcrowding the pan.
  3. Fry for about 5 minutes per side, turning occasionally, until the pastries are golden brown, and the beef is fully cooked inside.
  4. Remove and drain on paper towels and rest for 5 minutes before serving.
